"Craft one of the following using the Tough Tendons: City of Towers Sleeves, Safari Guards, or Suntower Vambraces.

You'll need to add 3 Blue Salt Wedges to the Tough Tendons to complete the item. A Blue Salt Wedge can be purchased from a General Merchant.

Craft armor at a Worn Armor Form. These can be found in the City of Towers and Poacher's Watch.
